Throughout history governments have only survived by taking from its subjects the funds necessary for it to operate. If the government seems to be providing real benefits to its subjects--or has strong punitive enforcement, the subjects tolerate the forced taking of funds.
However, governments often have become so detached from their subjects that they believe that government exists for the benefit of a few of the Elites, but the rest must pay. Convinced of their "rightness", these governments have taken extreme measures to stop people evading the taxes, necessary for the government to survive, being levied by the government.
Sometimes these measures were so abhorrent to their subjects that the governments were overthrown. Often the suppression of its subjects didn't lead to an immediate revolution, but it set in motion the upsets that would lead to revolution.
Direct Taxes and Indirect Taxes
Montesquieu, who was the great sage of the Enlightenment, said, "Direct taxes produce slavery."
The reason for this is that a direct tax is a tax, like the income tax and payroll tax, that is directly assessed by government against an individual or company. There is no alternative but to pay or the individual or company will be attacked with the full force of an outraged government.
In contrast, the indirect tax is one that is collected by another party and paid to the government--like state sales taxes or the FAIRtax. While government is forced to allow some ability to reduce the direct tax, like mortgage deductions, for most people it is a forced tax and there is no ability to reduce it. In addition, the direct tax is hidden, through payroll deductions or in the price of goods, and is not as visible to the people.
My good friend, the tax historian Charles Adams, said about direct taxes, "... I read all the debates in all of the states on the ratification of the Constitution. I've read Madison's notes. There isn't one word ever in favor of direct taxation, except in the event of national emergency when there was nothing else to do to save the country."
In his great book on the history of taxes, For Good and Evil: The Impact of Taxes on the Course of Civilization, he tells the story of Rome when many people were not paying the taxes demanded by the government. Their solution, like the way our betters in D.C. think, was to take drastic action to continue to collect money so that they could dole it out.
Emperor Diocletian decided to end tax evasion and, as Charles explained, "Diocletian said, that's easy, we will simply order that every Roman stay where he is, stay in the city he's in, stay in the job he's in. If he's a cobbler that makes shoes, he will make shoes; his sons will make shoes and his sons will marry shoemaker's daughters. And they enslaved the Roman world to collect taxes. And they set the stage for the destruction of Rome and the collapse of Rome. But it took 175 years before Rome finally fell apart. And one great historian said that, 'Diocletian saved Rome but he never asked, was it worth saving to make a vast prison for scores of millions of men.' "
Some people say, "It can't happen here because this is a country founded on the principles of liberty. However, Rome also once believed that it was founded on the principles of liberty. It prided itself that its citizens were the real rulers.
However, as the numbers of people who are evading the income/payroll taxes continue to escalate, we are in danger of the D.C. Elites demanding that government "punish these evaders who are not paying their fair share."
Instead of cutting back funding for the IRS and causing the number of audits to be reduced, the D.C. Elites will insist that the IRS be given more power than ever before to "collect taxes." It doesn't matter that 80% of the taxpayers will be caught up in this oppressive enforcement of the tax laws even though they are trying to do the right thing and pay the correct amount of tax owed.
No, it only matters that the D.C. Elites and their friends be protected and continue to profit from the government, even at the expense of everyone else. What types of things can be done to reduce the ability of people to evade taxes?
One proposal is to eliminate all forms of currency and require everyone to be paid and purchase only through a digital number that is assigned to each of us. Then all payments of any kind will be continuously monitored and the D.C. Elites will know exactly what we spend our money on and how much. Then how far is it from the time that they will decide that money spent on things that they favor will have less tax than money spent on things they don't favor? Maybe they will just take an amount from every digital payment and force us to file a tax form and beg for some of our money back?
While our privacy is limited today by all of the required income tax filings we have to do, think of what will happen when we all become just a number and we are punished for any transaction of any kind with which the number is not used. Imagine being forced to explain why you purchased one thing or another or tried to contribute to some cause the D.C. Elites and their friends found troubling.
We can stop this rapid erosion of our liberty by enacting the FAIRtax. It is one thing that will drastically alter the balance of power. We, as citizens, will be able to determine the taxes we owe to D.C.--not the elites and their friends. We, as citizens, will not be filing reports but paying our taxes through our purchases.
If we don't continue to tell the truth and demand a change, then this quote from George Orwell's 1984 may foretell our children's future:
“If you want a picture of the future, imagine a boot stamping on a human face—forever.”
WHAT CAN EACH OF US DO
Call up the local or D.C. office of the House Member and two Senators and you can use the following script:
- I am sure that Representative ____ or Senator ____ is in favor of everyone obeying the income tax laws.
- After they assure you that their boss is not in favor of anyone breaking the law, ask if they are aware of the Cebula study showing $9 trillion of evaded income/payroll taxes over the next ten years.
- Since most will say they don’t believe their boss has seen the study, either drop off a copy or get an email address and send a copy to them for their boss.
- Say you are going to call back in a week and ask what the Representative or Senator is going to do to stop this evasion.
- In a week, call back and ask specifically what the Representative or Senator is going to do to enforce the law.
- They probably will say their boss believes that simplifying the income tax will handle the problem.
- Explain that when people evade income taxes, they are also evading the 15.3% payroll/Medicare tax and state income tax. So it is unlikely that they are going to pay 30% or 40% when they were paying 0% because they have already decided it is okay to cheat.
- Say that the only way to reduce evasion is to increase by tens or hundreds of thousands the number of comprehensive IRS audits done each year.
- Point out that Evaders do not self-identify by putting an “E” on their income tax return.
- 80% of the people likely to be audited are trying to comply, but they will be forced to endure these IRS audits as well.
- Ask if the Member is in favor of this?
- If they say no, then ask again how the Member proposes to stop people breaking the income tax laws.
- Then explain that the way to handle evasion without unleashing the IRS audits is the FAIRtax.
